The Human Resources Division offers a broad range of services to Harris County Departments and employees.    As an Employer of Choice, Human Resources & Risk Management assists with employment/career opportunities, professional training development, employee relations matters, and much more. 

"Understanding that Harris County Employees are our greatest asset, the Human Resources Division is responsible for Recruitment/Employment, Training and Development, Employee Relations and HR Compliance.  Our Human Resources Division handles job postings and applications of potential employees as well as focuses on the training and development of current County employees. The Division also assists with reviewing and responding to claims for unemployment, administering the County's grievance procedure and ensuring compliance with the ADA, FMLA, EEOC and other applicable state and federal laws and regulations."

Nicole Allen

Nicole Allen is a Captain assigned to Constable Mark Herman's as the Custodian of Records. Prior to her service in law enforcement, Captain Allen served in the Texas Air National Guard for six years. Allen graduated from the Houston Community College Police Academy and started her career at the Houston Independent School District Police Department. She served as a campus officer before joining the Harris County Precinct 4 Constable's Office. Captain Allen rose through the ranks and has served Precinct 4 as a contract deputy, patrol corporal, administrative corporal, patrol sergeant, patrol lieutenant, patrol captain and now administrative captain. Allen has completed the Leadership Inventory for Female Executives at the Bill Blackwood Law Enforcement Management Institute of Texas and earned her undergraduate degree in Criminal Justice from the University of Houston-Downtown as well as her Master's in Public Administration from Sam Houston State University. In addition to her master's degree, Captain Allen is master peace officer, a TCOLE certified instructor, a field training officer and in addition she serves as the agency's Field Training Coordinator.
